Setting Up Point-to-Point Per-Mile Pricing with Rate Tiers and Custom Service Areas
Last Updated: Jan 2026 Applies to: Brokers, Shippers
Common Scenario(s)/Challenge(s):You need to set up per-mile freight pricing between two regions or points, but don't want to lock the rate to a specific Carrier upfront.
Solution Overview:Use a Point to Point Freight Agreement with a Fixed-Amount Charge Type and Rate Tiers to define per-mile pricing between preconfigured Areas, Cities, States, or other location types. Because this is a Billing agreement, no Carrier selection is required, making it well suited for final customer-facing rates.
How it works?A Custom Freight Agreement is created with an Agreement Type of Blanket Billing, since these are final charges with no Carrier tied to them. Point to Point and a Fixed-Amount Charge Type are enabled on the Overview tab, optional Qualifications narrow which shipments the agreement applies to, and Rate Tiers define the per-mile rate between From/To points — including preconfigured Custom Service Areas where needed. Once set to In Production, the agreement auto-applies to qualifying Quotes and Shipments.
How to use- Select Agreement > Freight.
- Select +Create New > Custom.
- Set the Agreement Type to Blanket Billing. These are final charges that don't have a Carrier selected — a Carrier is required only on a Cost agreement.
- Complete the required Agreement Information: Agreement Name, Owning Account, and Effective Date. Optionally, set an override Bill To Address, attach a preconfigured Accessorial Agreement, or toggle Activate All Qualified Rate Plans to apply all qualifying plans instead of just the first qualified one.
- Select Next.
- On the Overview tab, check the box for Point to Point and set the Charge Type to Fixed-Amount if entering per-mile rates. A preconfigured Fuel Agreement can also be added here if desired.
- If you want to restrict which shipments qualify, use the Qualifications tab to limit by Weight, Handling Units, Dimensions, Density, Volume, Distance, or number of allowed stops.
- Select the Rate Tiers tab and set your From and To Type (Address, Area, City, Location, Postal Code, or State).
- 8a. If using Area as a From/To Type, confirm the Area is already preconfigured in Configurations (for example, "Southeast" or "Northern Texas Route") before continuing — Areas can't be created from within the Rate Tiers tab.
- Enter the Per Mile Rate.
- Select +Add More to add additional Rate Tiers as needed. Select Next when complete.
- Set the status to In Production to activate the Agreement, then select Save.
- Build a Quote or Shipment that meets your requirements to confirm the correct rate returns.
- Build a Quote or Shipment that falls outside your requirements/qualifications to confirm that no rate returns.
